Joe is an international development leader with nearly 20 years of experience in investment and export promotion, with a strong regional focus on North America and the Caribbean. He has worked extensively with donor agencies and directly with economic development organizations (EDOs) at the state, provincial, MSA, and county levels across the United States and Canada, as well as with government institutions and organizations around the world.
Previously holding senior positions at DAI Global and OCO Global, plus a senior consultant at the World Bank, Joe leads the design and implementation of strategies that strengthen institutional capacity, enhance marketing and value proposition development, and reshape organizations to compete more effectively for trade and investment. His work empowers EDOs, governments, donor partners, and companies to elevate their trade and investment promotion initiatives—making them more strategic, resilient, and results-driven.
Joe’s portfolio includes more than 100 strategic projects, having supported EDOs across Florida, Oregon, Illinois, Maryland, New York, Ontario, Atlantic Canada, and the Caribbean. His international work spans engagements with major donor organizations including USAID, FCDO, the World Bank, IADB, GIZ, and DFAT, with projects across Europe, Central & South America, Africa, the Middle East, Oceania, and South Asia.
